Quorum Percentage

A state variable in the contract called "Quorum Percentage" indicates the bare minimum of votes necessary for a proposal to pass or fail. A proposal is said to have passed if it receives a majority of the necessary votes; otherwise, it is deemed to have failed. A percentage of the DAO's total membership is used to represent the quorum percentage.
